Trained 8 wk puppy to pee pads--can't transition to outside.?

take a soiled pee pad outside with you and put it on the gr, then stay out there till she goes, she probably doesnt see going outside as an option right now, and she just needs to be shown that she can and should go out there. The best way to show a dog where to pee is by putting thier pee in that spot.
