Atoms are electrically neutral because their net charge is 0. This is because they have an equal number of protons (+1 charge) and electrons (-1 charge). So, all the protons cancel with the electrons. The neutrons don't have a charge so they don't affect the count. However, sometimes an atom can lose or gain electrons. When this happens the atom is no longer neutral and is called an ion. Ions have a charge.
